IMPORTANT INFORMATION ABOUT YOUR WATER & SEWER SERVICES
On February 1, 2026, under a new, 40-year agreement with the Joint Municipal Water & Sewer Commission (JMWSC), the Town of Swansea is transferring the responsibility for its water & sewer services to JMWSC. The Commission is uniquely positioned to address the town’s long-term issues that led to its “non-viable” designation by the State of South Carolina in 2019.
A planning study found the town would need to invest up to $15 million in infrastructure upgrades and hire new staff over the next decade to bring it into compliance with state regulations. A 300% rate increase would be required to pay for the improvements.
At the state’s request, JMWSC crafted a long-term, 40-year agreement to help Swansea resolve the problems without a 300% rate increase. Under the contract, JMWSC assumes all utility responsibilities and will make necessary improvements at more reasonable rates.
WHAT THIS MEANS FOR YOU
As of February 1, 2026, Swansea customers will become JMWSC customers. Because of its financial strength, JMWSC can invest state grant funding to upgrade the town’s infrastructure. While rates will increase, they will be close to the town’s existing out-of-town rates and will not increase by 300%.
More information about the changeover will be provided during a public meeting to be held by JMWSC at the Swansea Freshman Academy located at 1195 State Road 35 (IW Hutto Rd) 6pm - 8pm on January 20, 2026.
